The first step to unlocking the Dustlander missions is completing the Networking Main Mission. Finishing this mission unlocks the Empire Table, which you need to build Criminal Ventures.

Build and Complete Castle Kraken

After finishing Networking, complete The Dustmoot Main Mission and build Castle Kraken in the Empire Table. Doing this costs $30,000, so make sure to prepare the money beforehand.

Once you've built Castle Kraken, follow and complete its Venture Missions to unlock all of the Dustlander missions.
