Breakfall completely negates fall damage, making it a handy perk to have while hunting for Discoveries and completing certain Challenges.

Lust for Life allows you to start regenerating health as soon as you kill an enemy. This perk drastically increases your survivability in firefights, making it a great all-purpose combat perk and one of the best Major perks to use.
Eagle Eye refunds 40% of your takedown meter when you kill enemies with headshots, allowing you to perform takedowns more often. Like Full Contact, the low effort required to use this perk and the massive advantage it provides makes it one of the best Major perks to use throughout the game.

Rampage increases your overall damage output as long as your Flow meter is full. Being a straight damage increase with an easy requirement to fulfill makes this one of the best Elite perks to use in the game.
Blood and Guts allows you to spend health to use Skills whenever you're out of Flow. This perk's overall utility and combo potential with Transfusion and D4th Blossom make it one of the best Elite perks to use in the game.

Loot Grab makes it easier to pick up cash and ammo drops, improving your ammo economy while providing some extra money. Try pairing this perk with Scavenger if you have issues with low ammo.

Back Off! | After you kick an enemy, your bullets do more damage against them. | Complete 20 Challenges in total. |
Dual Wield doubles your SMGs and Pistols, allowing you to dish out twice as many bullets in a firefight. This perk is great for dealing with multiple waves of foes as long as you take care not to use up all of your ammo.
Back Off! increases gun damage against kicked enemies, making it easier to take down melee-oriented foes and gunners that stick too close. This perk also works well with Full Contact, allowing you to refill your takedown gauge even faster.

Saving Throw is the first Elite perk you unlock. It provides you with an extra two bars of life once your health bar is depleted, improving your survivability and allowing you to turn the tables in dire situations.
Surgical Strike provides you with a temporary damage multiplier for every headshot kill you perform, stacking up to 5 times. The insane amount of damage this perk provides makes it one of the best Elite perks to use throughout the game.

Tactical Training is the first minor perk you unlock and offers decreased movement speed loss while crouching and using fine aim. While it isn't a large boost, being able to strafe and move towards cover faster can make all the difference in a firefight.
In the Flow is another perk unlocked early. It is incredibly useful as it prevents passive flow loss, ensuring that your built-up flow gauge will always be ready for skill use.
Dead Eye provides a massive boost to reload speed on headshot skills, allowing you to stay on the offensive as long as you keep landing headshots. The utility this perk provides makes it one of the best Minor perks to use even until the endgame.

On the Down Low makes committing crimes and killing rival gang members generate less notoriety. This perk allows you to avoid being targeted by the police and rival gangs more often, and prevents gang fights from reaching max notoriety too quickly.
Scavenger increases the amount of ammo you obtain from ammo boxes dropped by enemies. Having more ammo means that you can continuously stay on the offensive and swap guns less often, making this a worthwhile perk to use.
Full Contact refills your takedown gauge by 40% when you kill enemies after kicking them, allowing you to heal and use your finishing moves more often. The low effort required to use this perk and the massive advantage it provides makes it one of the best Major perks to use throughout the game.
