You are The Boss, the fully customizable Leader of The Saints and protagonist of the 2022 reboot to Saints Row. You start the story as a military grunt to Marshall Defense Industries, but after getting laid from work, you get the brilliant idea of starting your own criminal empire to pay off your student loans.

Eli is perhaps the brain to the whole Saints operations. Though lacking any actual combat, let alone criminal, experience Eli is determined to build up a criminal empire with his friends and expand the horizon of the Saints Ventures. Eli is also very passionate about LARPing.

Atticus Marshall sits at the top of the food chain as Santo Ileso's very own technological military and business tycoon. As head of the Marshall Defense Industries, he was also The Boss' former employer. Atticus may seem calm and collected in his promotional videos, but the man is as hot-headed as the Badlands when things do not go his way.

Gwen was The Boss' former field commanding officer. Gwen is everything you would expect from a military officer, strict and stern. But unbeknownst to most of her colleagues, she likes to partake in LARPing taking on the mantle of Gwendolyn Firebird of House Phoenix in the Badlands.
Marshall Defense Industries takes pride in being the most technological military might in all of Santo Ileso. Equipped with energy blasters and proximity traps, they are a force to be reckoned with in the Western side of Santo Ileso.

The Idols are an anarchist cult, intent on bringing down “the system”—i.e. the entire social, cultural, political, and economic structure of the day—through acts of violence and mayhem. What, exactly, they intend to replace that structure with they’re a little fuzzy on. |
The Collective is the mysterious leader of The Idols. Not much is known about this masked marauder, only that his influence and authority over his followers is almost cult-like in its absolute control. While it was never clear why, the Collective seemed to give an unusual interest in Kevin, going as far as to kidnap him when he defected to join the Saints

Before joining The Boss in forming The Saints, Kevin was formerly part of The Idols. Kevin may appear to be simple at times, but he is arguably the heart of the Saints with his child-like innocence. Kevin also has a passion for cooking, DJing, not constantly not wearing a shirt.
The Idols are perhaps the largest faction in Santo Ileso with its growing numbers seeing no end. This makes them a formidable force as they are quick to respond to calls for backup from other Idols. The Idols tend to overwhelm enemies with sheer number, rather than brute force.

Los Panteros are the original, home-grown street gang in Santo Ileso. Obsessed with strength and car culture, they control most of the core criminal activity in Santo Ileso: auto-theft, drug trafficking, protection rackets, smuggling. |
Sergio Velez is the muscle-head leader of Los Panteros. He is vindictive and ambitious in his plans to take over Santo Ileso. This musclehead does not tolerate disrespect nor disobedience, which Neenah had to learn the hard way when she defected to build up The Saints.

Before setting up the Saints, Neenah used to ride for Los Panteros. When their relationship sours, she decides to seek out the respect she deserved as she felt her thoughts were undervalued as she was labelled as just a mechanic. If only Los Panteros didn't trash her car, then maybe Neenah wouldn't have wrought havoc to Los Panteros.
Los Panteros values strength above anything else, and they make it a point to show it when they respond to calls for backup. Most Panteros backups will opt for a melee weapon instead of guns to brutally take out anyone who messes with them.
