Sergio Velez is the head of Los Panteros, Santo Ileso's original criminal gang. He takes heavy-handed control over his gang, taking massive cuts from their criminal activities and intimidating anybody who dares to disobey or disrespect him. With his leadership turning Los Panteros into the criminal syndicate it is now, you can be sure that Sergio will not let anybody get in his or his gang's way.

Grudge Against Neenah

With Neenah being a former mechanic for Los Panteros, Sergio Velez personally knows the young woman, and has an active interest in her life. This interest would turn into an obssession for revenge when Neenah leaves the group after Los Panteros raids the museum that Boss was guarding as an employee of the Marshalls, leading to him losing his job.

Sergio, with his Los Panteros crew, would eventually become bonafide enemies with Neenah and her friends when she, along with others, go on to establish the Saints.

Stealing Neenah's Car

After Neenah's betrayal, and Sergio's subsequent obssession with revenge, the man would go on to steal Neenah's most prized possession – her car – leading to an all out assault by both Boss and Neenah on several Los Panteros hideouts all over Santo Ileso.

As the duo progresses through their mission, Sergio has already brought the car to the Quarry unbenknownst to the two. They arrive just as Sergio pushes the car over, destroying the vehicle before making his getaway.

Death

Sergio, Boss, and Neenah's paths would once again cross when Sergio leads Los Panteros on a raid against a Marshall cargo train. Although the Saints get there first, Los Panteros is able to make critical gains against the Marshalls as they nearly occupy the entirety of the train.

Howver, with Boss leading a one-man assault against the train, the Saints eventually catch up. This forces Sergio to try and surprise Boss in an attempt to kill him – this, however, is halted almost immediately as a previously unknown ally of the Saints, Nahualli, suddenly appears and kills Sergio.
