Same happened to me, except I hadn't actually even done Partitios final chapter yet
It seems that there are also requirements for part two crossed paths tied to other characters outside the pair. For example, I had both Osvald's and Partitio's stories complete, but part two was not unlocked. However, after completing Ochette's story, it immediately unlocked.
