Rai Mei's weaknesses aren't in effect while the swordsmen are still alive. Make sure to defeat them as soon as you can to utilize Rai Mei's weaknesses.
While her weaknesses aren't in effect, you can still target Rai Mei with skills. If you have them available, utilize skills like the Warrior's Vengeful Blade and the Dancer's Ruinous Kick to break her while the swordsmen are still alive.
Rai Mei's gimmick is she has two sets of weaknesses that she will constantly switch. So the faster you're able to reveal all of her weaknesses, the better you'll fare in the fight. If you have a Scholar, utilize the Analyze skill. If not, use attacks that target multiple foes so you can damage the swordsmen and check weaknesses at the same time.
