as soon as throne got her divine skill I basically one shotted the rest of the bosses in the game without being overlevelled. the fact she usually moves first and can corrosive armour and then do her attack is very strong and then just have any other DPSer hitting after that and the boss is dead first break. it's so funny seeing the list talking about debuffing and all this other stuff that's irrelevant for the entire game and no talk about ultra late game hypotheticals
35000 damage I did to Dolcinea as Throne, her paired with Partitio and no break I was doing 14k+ every other turn. She is not B tier.
Throne will do much more than Hikari with the right set up. Speed is calculated using all your equipment combined, so the divine attack for thieves far out damages anything available until very late game.
Throné should be higher in my opinion. Aeber's Reckoning is so good with high damage output with little setup required as she has naturally high speed and so much gear is available to pump it higher. Her and Hikari make short work of broken foes and if you add an armsmaster Temenos to the mix his latent power sets them up nicely.
This tier list makes no sense! Hikari is, by far, the most powerful and most versatile character in the game. He's also the only one who can do 4 * 99999 damage in a single round, with very little set-up. After him, comes Temenos/Scholar , who can do 3* 99999 damage in a single round, but with a bit more set-up necessary (Maybe Throné is here too). After that come all the rest. Ochette is extremely effective in general, because of her flexibility. I find her to be most useful as an Inventor.
Ochette is S tier only because provoke beasts (second ex skill) for breaking armor is OP, but it's not even listed in the reasons.
