After you manage to obtain the Shinra Keycard on the main hall during Chapter 16, you will be given two choices on which route to take to get to the 59th floor.

Should You Take the Stairs or the Elevator?

Stairs Route

Choosing to climb the Emergency Staircase will have the party climb up each floor through the stairs - no shortcuts, no skips - until you reach the 59th floor.

It will take some time to reach the Skyview Hall through this route and your movement will slow down during the last floors even if you try to sprint.

You get to witness some funny dialogues between the party members, though, which will make it somehow worthwile.

Elevator Route

Taking the elevator would make it much faster and easier for you to reach the 59th floor. However, you will need to defeat 2 Elite Security Officers on the 10th floor and 3 more on the 20th floor, which should not take too much time.

Whatever route you choose will not affect the flow of the story so feel free to check the events above and choose the route that you want to take.

Overall, we highly recommend taking the Elevator unless you really want to see what happens during the Stairs scene, as it is long, grueling, and you will almost definitely regret your choice halfway through.
