Perfecting the timing of Geno Whirl requires the player to press the A button as the move hits the enemy to deal 9999 damage against non-boss foes.
Note that while Geno Whirl could deal a whopping 9999 damage against enemies, bosses and special enemies (with the exception of Exor) are unaffected by this Special Move, which only makes it a powerful attack against random enemy encounters.
The boss Exor remains an exception to the typical Boss immunity to the 9999 damage proc, just like in the original game. When his protection is gone after one of his eyes is defeated, correctly timing the attack's Action Command on his body will deal 9999 damage, instantly defeating him.
If there is a bit of difficulty in timing, try adjusting your button press to the moment as the projectile leaves the screen.
