Speak with Cid to begin this sidequest. He will help you upgrade your weapon, but you need to find the item that he is asking.
Go to the east side of Kelbass Grasslands and defeat a Coeurl to get a Coeurl Whisker.
Defeating a Coeurl is quite challenging; they are fast and regenerates HP if left alone for too long. Make sure you are at Level 30 or higher before engaging with this creature. They can also cause Instant death, so bringing a Phoenix Down with you will be useful.
Check all your active quest; make sure all are complete. Then talk to Cid and give the Coeurl Whisker to upgrade the Drain Lance II. Cid will ask you to wait; upgrading this weapon takes time. Spend it by hunting or take a rest. Wait for Cid's call and go back to complete this sidequest.
