| 1 | Once you've taken the Royal Arm of the Wise, you'll receive a call from Cor. He will send you to the Imperial outpost at Duscae. |
| 2 |  Return to Monica at the Prairie Outpost to receive more information about your next destination. |
| 3 |  Go to the Norduscaen Blockade using the Regalia. It is here that you need to meet up with Monica. |
| 5 | Monica will ask you to split into two groups; one goes with Monica, the other will go with Cor. The choice is up to you. |
| 6 |  Take out all the soldiers in the Blockade. Afterwards, you'll be meeting up again. |
| 7 | An Imperial, Loqi, will make an appearance. He will be battling your party using an Imperial-made Lv.17 MA-Veles. |
Tips and Strategies
This is a list of important things to do in the quest Declaration of War. Read on to find out which of them is crucial to proceeding.
- Loqi might look intimidating but, at the right levels and strategy, he will fall. Consider clearing the area of Imperial minions first.
- There are packs of Sabertusks and other monsters prowling the area before this. Take them out to receive EXP and level-up.
- Take out each Imperial soldier one at a time. They don't hit that hard, but their damage can accumulate if you're not careful.
