Flower Tabs are a common reward in chests throughout the world or rewards from NPCs.
Retuning the wallet stolen by Croco to the Toad will reward Mario with a Flower Tab.
Should You Give Back the Wallet?
An infinite resource of Flower Tabs is the Mushroom Boy in Seaside Town. Bring Mushrooms to him, then he will give a random reward, which has a chance of being a Flower Tab.

The Marrymore Hotel will give you a Flower Tab as a complimentary gift for checking in their Suite for a total of 3 times.

In Marrymore Hotel, you can become a bellhop by staying for many days in the Suite without having enough money. While working as bellhop, you'll get rewarded tips, which have a chance of being Flower Tabs.
Marrymore Hotel Bellhop Minigame
You will be rewarded with a Flower Tab when you reach a score of 20 or more during your first try in the Goomba Thumping minigame. It's recommended to aim for only 20 points in the minigame since the rewards are given when you beat the last high score by 2 points!

Flower Tab raises the party's maximum Flower Points by 1, and also fully refills the FP of the party. Unlike Syrups, Flower Tab can't be used in battle.
Flower Tab is a consumable FP Recovery Item that you can use outside of battle to restore FP in addition to its effect of adding max FP. This item can't be used in battle.
