The Seed can be acquired by defeating Megasmilax in Bean Valley. After defeating Megasmilax, the Beezo that made it will flee in a hurry, leaving behind a piece of paper containing the Seed for you to collect.

Give to Gardener in Rose Town to Get Lazy Shell Weapon and Armor

Super Mario RPG Remake - Gardener Plant
To obtain the Lazy Shell weapon and armor, you need to have the Seed as well as the Fertilizer item.

Give the Seed and Fertilizer to the gardener in Rose Town, which he will use to make a huge plant grow. Climb the plant to reach another area, where you'll find two chests, each containing a Lazy Shell variation.

The Lazy Shell weapon is the strongest weapon that Mario can equip, while the Lazy Shell armor is extremely good in a support build with Peach.
