Equipping the Ghost Medal halves the damage you take from all attacks. It does not provide any stat boosts when equipped.
Note that the Ghost Medal will be automatically equpped on Mario when you receive it in place of his current accessory, so be sure to check your equipment and switch it out if you prefer a different accessory.

Sleep on the bed in Monstro Town to interact with the 3 Musty Fears to start the flag hunt.
The Greaper Flag is located behind the Welcome sign in Rose Town while the Dry Bones Flag is located under Mario's bed in Mario's Pad.
The Boo Flag is located between the O and A of the GOAL sign on the ground at the end of the Yoshi race trail in Yo'ster Isle.
After finding all the flags, sleep on the same bed in Monstro Town to receive the Ghost Medal.
