    I think it depends on your build. Like are you trying to go for Max power to one shot most enemies, a balanced build or a defensive build that heals every turn. Those may be the best for a general casual playthrough, but I think the answer may differ for different situations. Still, due to massive overbalancing, mathematically the weapons that boost power by a percentage conditionally generally aren't worth the base power loss.
