After you complete Slippenglide Island, you will be able to find this side quest on Slippenglide Island. Talk to Toad at the Village in order to start Frostbitten Toads.
If this side quest doesn’t appear for you after you return to Shipshape Island from Slippenglide Island, you may need to progress the story a little bit.

Head to Slippenglide Island and find the freezing Toad just north of the Item Shop. Talk to him to start the quest, and he’ll ask you to help find his missing friends.
Slippenglide Island Location Guide
The first friend, Purple Toad, is next to a table near the cafe, located just west of the Green Pipe. Approach him and he'll make his way back to Toad.
Use the Green Pipe to fast-travel to the Lighthouse. Enter the cave to the right to search for the Yellow Toad.
Once inside the cave, head right and stand on the yellow platform. Press L to position Luigi at the pink wall button, then press Y to have him hit it. This action will move the yellow platform to the left.
Quickly jump across the ice platforms until you reach another yellow platform on your upper right. Have Luigi hit the button again to move the platform further north, where you’ll see Yellow Toad standing on an ice platform. Speak with him to trigger a cutscene.
After rescuing both Toads, a cutscene will play featuring the three reunited friends. The quest will complete after the cutscene.
