After you complete Slippenglide Island, you will be able to find this side quest on Shipshape Island. Talk to Billdit at his workshop, and hear his Request in order to start Craft Some Risk-Reward Gloves.
If this side quest doesn’t appear for you after you return to Shipshape Island from Slippenglide Island, you may need to progress the story a little bit.
After going through Rumbla Island the first time, you will be given the choice of going to either Raynforst Island to find Billdit or Twistee Island to find Maykit.
Whomever you choose first will get to make Mario and Luigi's hammers, setup a workshop on Shipshape Island, and influence certain quests. Craft Some Risk-Reward Gloves is only available if you choose to go to Billdit at Raynforst Island first.
