Power Taps and Battle Plugs are unlocked after defeating Ten, one of the Extension Corps. members, on Desolatt Island. These are used together as an extra layer on top of Mario and Luigi: Brothership's combat.
You'll start out with 2 Power Taps when you first unlock this mechanic. Obtain more power tap outlets to create more battle plug combos.
You can get a maximum of 5 as you progress through the main story. You can get your third power tap after defeating Sharpcask in the Great Lighthouse Island at Color-Full Sea.
Similarly, you can get your fourth power tap after defeating Pipegunk in the Great Lighthouse Island at Brrrning Sea. You unlock the fifth and final power tap after defeating Glohm Bowser in Zokket's Fortress in the Gulchrock Sea.
