You can find the oasis near the second save block at Allsand Island. Stand on the small sand pedestal in order for an Interact prompt to appear. Press the A Button to interact with the oasis to start the quest.
To complete the quest, you will need to bring the following items to the oasis voice in order.

Catch the fish near Gulchrock Sea or Stormstar Sea using the rarest bait. |

You can catch a Treasurefish around the Gulchrock Sea and Stormstar Sea. Use the rarest bait that you have to increase the chances of catching this fish.

The last item that the voice in the oasis requires at least 30 Seedle Seeds. Equip the Treasure Specs accessory and have the Loot Booster Battle Plug charged to increase the chances of the Seedle Seeds to drop when you defeat Seedles.
The recommended farming route is to defeat 2 Seedles in Rumbla Island and then fast travel to Conductor Island and defeat the 4 Seedles there. Repeat this process until you have 30 Seedle Seeds in your inventory.
You can get the Seedle-ize Plug after completing the quest. This is a battle plug that has a chance of turning the targeted enemy into a Seddle if you obtain an Excellent rating on a Jump or Hammer attack.

This game made "chance of inflicting a status" basically mean "Never does". I swear I've never seen a single enemy get burned ONCE. XD Still looks like it could help with some of the really annoying late game enemies.
