After you complete Bulbfish Island, you will be able to find this side quest on Desolatt Island. Talk to the Pink and Yellow Concordians at the Village in order to start Ultra-Sweet, Super-Rich Cake.
If this side quest doesn’t appear for you after you return to Shipshape Island from Bulbfish Island, you may need to progress the story a little bit.

Head to Desolatt Island and find the Concordian Mother and her child, just north of the Island Plaza. Talk to them to start the quest!

Travel to Lottacoins Island and make your way to the Cake Shop in Building 1F, located on the upper-right side of the island.
Lottacoins Island Location Guide
Inside the shop, talk to the Cake Shop Owner in the bottom-right corner of the room. When asked to choose a cake, select Ultra Sweet and then Super Rich to place your order.
Once you have the cake in hand, return to the Mother and her child on Desolatt Island. Give the cake to complete the quest!
