After you complete Slippenglide Island, you will be able to find this side quest on Rumbla Island. Talk to Gorumbla at the eastern part of Rumbla Island in order to start Gorumbla Gone Good.
If this side quest doesn’t appear for you after you return to Shipshape Island from Slippenglide Island, you may need to progress the story a little bit.
The Glohm Gobblick quest is only unlocked as you prepare to go to the Great Lighthouse Island in the Brrrning Sea. This should be after the wedding at Heatfreeze Island and after Connie gifts you with Connie Mittens and the Temperature Guard plug.

To start the quest, you need to talk to Gorumbla. He can be found to the east of the boss arena you fought him in, near the northeastern part of Rumbla Island.
Take the green pipe shortcut to town, then make your way north. Turn right towards the bridge, and keep going right until you find Gorumbla talking to some Guardarms.
Gorumbla needs your help to carry the slab of rock to his house—the arena you first fought him in. Unfortunately, you won’t be able to use the path you took to get here, since the rock slab won’t fit through the archway.
Instead, jump onto the placed rock on the lower left, and pass through the cliffs. Alternate jumping with Mario and Luigi, tossing the rock to whomever doesn’t need to jump yet.
Go north until you reach the intersection, then keep going left. There will be Guardarms along the way that can help guide you. Once you reach the end of the cliffs, fall down, and a cutscene will play, ending the quest.

Completing Gorumbla Gone Good rewards you with two Ultra Mushrooms and a Max Syrup Jar.
