Use the Rescue Ability
Having a unit like Flayn who can use Rescue can put Manuela in a favorable position. Prioritize rescuing her first.
Use the Stride Gambit
Reaching Manuela fast enough is a requirement to rescue her easily. Using Stride can make this daunting task much easier.
March Quickly
The enemies carry valuable items and will escape the battle if the battle delays. Make sure to reach the norther side of the map fast to be able to intercept the thieves.
