After getting flushed out of the Kero Sewers, you'll end up at a course through the Midas River. Get to the end of the course for the first time to get the Koopa Shell.

Purchase at Seaside Town for 20 Coins

The Koopa Shell is available for 20 coins at the Weapon Shop at Seaside Town, which is only unlockable after beating Speardovich.
