Fertilization can be good since it allows you to have a very efficient crop rotation that produces a lot of goods. However, it should only be used if your settlement heavily relies on farming crops.
If you're more focused on trading and production, or if your lands don't have green fertility, consider taking a different development instead.
Fertilization converts any fallow field into a pasture, allowing sheep to come in and graze it. This will naturally restore the nutrients in the soil thanks to the dung that the sheep produce.
As a note, this rapidly refills the fertility of a crop and doesn't increase the fertility of the land. For example, if your Wheat Fertility is 60% by default, it will go back up to 60% faster and not go above that amount.
Crop Rotation Guide: How to Maximize Fertility
You will need Sheep in your settlement first before the fertilization development works since no other animal will be used in a pasture. Purchase some via a Livestock Trading Post and unlock the Sheepbreeding Development so that you'll have sheep that steadily multiply.
Fertilization only increases the fertility regeneration of a crop and it doesn't increase the fertility of the land. If you were to check the different overlays, the land's fertility doesn't change and it only slightly changes in colouration because of the soil being plowed.
