Stability is absolutely essential for the rifle, since low capacity and fire-rate means that you need to make every shot count. After that, the 6x scope is an essential upgrade, as it will let you really make the most of this weapon's long-range ability, so you can pick off foes without ever getting too close to danger.
The damage upgrade is actually very good, however, its high cost means that it is quite an investment. Deprioritizing the first two upgrades in favor of raw power is a totally viable option as well (especially if you have confidence in your marksmanship). Lastly, the capacity upgrade is not all that important for the rifle, as you will usually use it from a distance where you have plenty of time to reload (and if not, you should be using another weapon anyway).
The rifle is a high damaging but very slow weapon, so generally you'll be using it from a distance to pick off foes. With its small magazine (default = 3), you should not really be trying to take out entire crowds with it. It is most effective against human enemies that won't try and rush you, or perhaps single enemies when you have a clean shot on them.
While the rifle can work at a medium range if there are not too many foes, you should normally just opt for the revolver instead, since it can hold more bullets, and it has a better fire rate.
The rifle is obtained by default in Jackson - Waking Up after first gaining control of Ellie.

I’m more of a stealth player so I didn’t enjoy the boss fight in the hospital. One touch and you’re dead, that’s not enjoyable or realistic. Might as well run outside and kick a bear. I’d get the same thing happen, dead. Too much story in this game as well, I feel like it’s hours of videos that takes away from the game play. Just give me the details and move it along. I don’t need to know who’s screwing who.
