The Scorcher's body is weak to Freeze, so use Freeze arrows to take advantage of this. Once inflicted with Freeze, the Scorcher's movements will be temporarily slowed and any attacks in this state will deal extra damage.
Dealing damage to the Mine Launcher component on the Scorcher's back will deal extra damage, and once destroyed will prevent the long-ranged mine attack. Keep in mind this will mean that the Scorcher will switch to more melee or Fire-based attacks.
