Shy Rangers have high speed stats and will usually run away from battle upon being encountered. To counter this, equip your fast characters with accessories that will increase your speed to outspeed your opponent like the Feather.
Make sure that your characters have a speed of 44 or higher in order to outspeed the Shy Ranger.
Feather - Effects and How to Get
You can also inflict Sleep to a Shy Ranger by using your fastest party member. Peach is a great character to use to inflict the sleep status effect using her Sleepy Time.
You can also use the Sleepy Bomb item to put the Shy Ranger to sleep.
