How to Get Feather
Win Minigame at Nimbus Castle
The Feather is dropped by Dodo after you manage to win the minigame where you pretend to be a statue and have to dodge Dodo's pecks.

The Feather can also be bought from the Treasure Hunting Toad shop after unlocking Nimbus Land for 250 coins. The Toad can be found in the Moleville Item Shop after defeating Punchinello for the third Star Piece.
Feather is No Longer Missable
In the original game, failing the Dodo Statue minigame will lock you out of getting the Feather permanently.
In the remake, however, you can buy the Feather at the Treasure Hunting Toad shop after reaching Nimbus Land.
Note that it still counts as a missable if you want two Feathers in your playthrough since you can only obtain one in total if you fail the Dodo Statue Minigame.
