Beat Your Clear Speed Record to Get Coins

Super Mario RPG Remake - Pay to Ride Minecart

There's not much to get in Minecart. If you start the minigame and bet 30 coins, you'll gain 50 coins at the end if you beat your current record.

You can also collect the coins in the tracks to get more rewards, but they aren't much. At some point, you won't be beating your record anymore, so it's not worth it to play this game if you're in it for the rewards.

Pay 10 Coins for Fun or 30 Coins to Bet

Super Mario RPG Remake - Win Coins if You Beat your Record

To play the Minecart minigame, you need to either pay 10 or 30 coins. Paying 10 coins gives no rewards and is just for playing the minigame for fun. Paying 30 coins means you will bet that coins, and you need to beat your previous record to receive 50 coins as a reward.

Steer Towards the Exit in the 3D Steering Parts

Super Mario RPG Remake - Minecart Steer

The whole Minecart course is divided into four parts; the first and third part is a 3D game where you have to steer left or right until you find the exit.

If you keep going in a turn and speed up with a Mushroom, you'll go off the rails, so be careful. There are also obstacles through the path that you have to jump over.

Jump Through Gaps in the Side Scroller Parts

Super Mario RPG Remake - Minecart Jump

The second and fourth part of the whole course is a 2D side scroller, where your minecart has to jump from platform to platform. Make sure to jump at the right time to avoid falling to the void.

There are parts where you need to accelerate in order to reach the upper platforms and get the coins there.

Collect and Use Mushrooms

Super Mario RPG Remake - Minecart Mushroom

You can collect mushrooms at both 3D steering and 2D side scroller parts. These mushrooms can be used to speed up your minecart.

Be careful in using them; in the steering parts, you can go off the tracks if you speed up as you approach the turn. In the side scroller, if you speed up at a gap where you need to have jumped, you can also fall. Use your mushrooms when the turn or gap is far away!

I got a gold medal at 2:19:94, so it's probably a safe bet that 2:20 is the cutoff!
