Bowser cannot be defeated through normal means in this fight, so heed Peach's advice and target the Chaindelier where Bowser is standing on. Destroying the Chaindelier (the chain) will cause him to fall and finish the battle.
All of Bowers's attacks will only deal 1 damage since this is a tutorial fight, making it difficult for you to lose this battle. You can get a feel of the fight in this case!
Bowser does not use any special attacks, thus he will only use basic attacks which should give Mario time to target the Chaindelier.
