The Goddess of Victory: Nikke DLC outfits can be purchased from Volt in the Wasteland after starting the DLC.

Each outfit costs Bone-Wrenches to purchase which you earn by completing Scarlet's missions. You need a total of 10 Bone Wrenches to purchase all of the Nikke DLC outfits and hairstyles!
