Spire 4 is the region where the Orbit Elevator can be located. You can get to this area during the Eye of the Hurricane main mission. Note that you'll be passing through the point of no return to get to this area; make sure to finish up any remaining side content before doing so.

How to Get to Spire 4

Get 100% With Lily's Affinity

Obtaining certain databank and documents in the game will slowly progress Lily's gauge. One of the requirements to get to Spire 4 is toreach the max value of Lily's affection gauge.

How to Increase Lily's Affinity

Complete Orcal's Testimony Main Mission

Once you have max affinity with Lily, proceed with the game and complete the main mission “Orcal's Testimony”. If you have a maxxed out affinity gauge with Lily before the said mission's completion, you'll be interrupted by Lily before heading to your next mission to head to her atelier in Spire 4.

Completing Orcal's Testimony Before Maxing Lil'y Affinity Locks You Out of Spire 4

Naturally, if you have already completed Orcal's Testimony and have progressed the game, you won't be able to backtrack and return to Spire 4 (nor any other locations for that matter) as the game locks you out of the previous location due to this section being a point of no return.

Overworld Image	How to Get
Module #1 (Spire 4)	Found inside the red cargo container in the area where 2 Houndborgs come out.
Module #2 (Spire 4)	Obtained by defeating the robot guarded by two Tentacles. Area is right next to the entrance of Raphael Space Center Lobby.
Module #3 (Spire 4)	Once outside, jump from the first beam to the other beam and reach the end, from here climb the ledge to find a robot and defeat it to get the module. Video Guide
