Talk to Barry in his stall which is found at the northern part of Xion city.

Complete Alpha Signal

To start the Stubbornness side quest, you must have completed the main mission, Alpha Signal.

To get the fish you'll need for the quest, you'll have to fish on fishing spots. It doesn't matter what kind of fish you get as you can sell any type of fish to Barry (even duplicates).
