To start the Keeping Secrets side quest, you must have completed the main mission, Altess Levoire.

Keeping Secrets Sidequest Objectives

Find the Woman

After talking to Bo, you'll only be left with an objective called “Find the woman who is connected to Su's disappearance”. You can ask all around the city but the persyon you'll need to ask is Kaya, the store owner of the Sisters' Junk. Talk to her and ask about Su's location to proceed the quest.

Investigate the Traces Su Left Behind

After arriving to the Solar Tower, go a bit north and examine the 6 checkmarks on the area. Each Checkmark is a trace and will lead to a clue to where Su's location will be.

Determine Su's Current Location

After examining the six traces, You'll have to go to the Southwestern part of the wastelands and enter the scrap building in that area. Use the scan to accurately find Su's location.
