To start the The King of the Tunnel side quest, you must have completed the main mission, Alpha Signal.
To start the King of the Tunnel side quest, talk to Cedric who is hanging around the vending machine on the narrow alley near the Sisters' Junk in Xion.

To use the Hyper Tube, jump inside it and Eve will automatically slide down using her sword. While navigating, make sure to avoid the hazards such as the crates as well as the red areas on the hyper tube.
