Accept it From the Bulletin Board

To complete the Secret Request Bulletin Board Mission, you have to accept the quest from the Bulletin Board. EVE will have an internal dialogue about her opinion on the mission poster then she'll reject the request automatically.

Secret Request Refused: How to Accept Secret Request

The Request Cannot Be Accepted

No matter what you do, the request cannot be accepted. Once the request has been “accepted”, it will permanently be tagged as Refused on the bulletin board.
