To start the Siren's Song side quest, you must have completed the main mission, Altess Levoire.

Search for the SIren Stone Statue

The Siren Stone Statue is found by dropping down from the beams that lead to activating the Sewage Device Control

Use Olivia's Fusion Cell

Motel and Siren Statue
Once you reach the Siren Statue, use the Fusion Cell to activate the machine for the Siren Statue and the establishment behind it.
