For the Wandering Swordfighter Outfit, you first need to defeat Scarlet on Normal difficulty in order to unlock it.

The Goddess of Victory: Nikke DLC hairstyles can be purchased from Volt in the Wasteland after starting the DLC.

Each hairstyle costs Bone-Wrenches to purchase which you earn by completing Scarlet's missions. You need a total of 10 Bone Wrenches to purchase all of the Nikke DLC hairstyles and outfits!
