You can get the Fusioncutter tool (or Fusion Cutter) during the main quest Legacy. You can start the Legacy quest after completing all 3 branching questlines on Kijimi, Tatooine, and Akiva.

You would need the Fusioncutter to cut a path through some grids, creating ways to pass through.
