Obtain a Fusion Cutter During the Legacy Main Quest

Complete the Legacy Quest in Akiva
You can get the Fusioncutter tool (or Fusion Cutter) during the main quest Legacy. You can start the Legacy quest after completing all 3 branching questlines on Kijimi, Tatooine, and Akiva.
