The Forklift Key can be found beside the body leaning against the broken railing in the Processing area of the Basement. You will need 2 Joint Plugs to access this location through the Power Distributor in the Collection Pool.

Use It On The Forklifts Blocking Your Way

Forklift #1: Near the corpse where you get the Forklift Key in the Processing area of the Basement. |

Forklift #2: In the room connected to the Inspection area. This is the same room where you got the 2nd Joint Plug. |
Use the Forklift Key to turn on the Forklift and move it out of your path. There are 2 Forklifts that you need to move to get all 3 Joint Plugs.
