The infinite ammo upgrade is not unlocked at the start of the game, as you will need to finish the game first before unlocking the Special Content Store, which is where the infinite ammo can be bought.

You can buy the infinite ammo upgrade within the Special Content Store, which can be accessed via the Bonuses menu. You will need to use CP to buy the upgrades, which you can get by completing certain challenges during the campaign.

Buy the Kotetsu from the Special Content Store first, as it only costs 5000 CP and is the cheapest upgrade out of all the four infinite upgrades.
Since the Kotetsu will not break, you can use it to farm CP during the game until you can get enough to buy other upgrades like infinite ammo for your guns.

Getting infinite ammo for your weapons means you have an endless supply of ammunition. With infinite ammo, you can continuously gun down foes without running out of bullets.
However, having infinite ammo does not mean you can shoot without reloading. You will still have to reload your gun when its magazine runs out of bullets.
