You can permanently increase health for Grace by using Steroids in Resident Evil Requiem (RE9). Read on to learn more about how to increase health and the alternative to Leon's lack of health upgrade.

You can increase max health with Steroids. The Steroids is a type of injectable upgrade that permanently increases health. However, this is only applicable to Grace.
Upon using a shot of Steroids, a yellow bar will be added in the Steroid icon section on top of Grace's health bar to indicate the increase. Grace's health can be upgraded a total of 4 times.
The first Steroid can be obtained with 4 Antique Coins via the Coin Cabinet at the Parlor in the West Wing of the Care Center. To get more Steroids, you will need the required materials to craft them. Note that Empty Injectors are limited in the game, so you must choose wisely whether you will use them for Steroids or Stabilizers.

You can only start crafting Steroids after you have completed analyzing the Blood Specimen (Reversible) found in the Blood Lab (East Wing, Care Center). Completing this analysis unlocks the recipe for both Steroids and Stabilizers.
Additionally, you must claim the Override Manual which costs 6 Antique Coins from the Coin Cabinet. This is essential because crafting Steroids requires 110 ampoules of Infected Blood and will increase by 10 each time you craft one, which exceeds your initial capacity of 100. The manual expands your maximum storage to 150.

Unlike Grace, there is no method to increase Leon's max health. However, you can equip Leon with two levels of Body Armor which reduces damage received, improving his defense against enemies.
The Body Armors are obtained by purchasing them from a Supply Box. Level 1 costs 8000 Credits, while Level 2 Costs 15000 Credits. You can also repair armors via the Supply Boxes.
