Hello everyone. I've already written to the community, but I'll write to you as well. The numbers 29 are black, 15 are black, and 7 is red, which I assume represents the time on the clock face! There are two black hands (hour and minute) and one red hand (second). The roulette wheel is round, which also provides a reference for the time! The question is, is this the time on the console (and where should I go) or on the clock in the game?
It seems fake, he doesn't mention how he obtained it and everyone has already tried with the vague instructions he gave, it seems he cheated the game to complete it.
The consensus for the “completion video” everyone is linking is that it’s a bunch of BS because the doll he gets can’t be picked up until the point of no return.

They got the doll at the stairs in the helicopter key basement area when the blood explodes but no one else seems to have gotten it to spawn there (myself included). They don’t know how they got the doll there either so if anyone has the time, try it out. If they’re telling the truth it’s to do with a doll tho

This is also a possibility. "Sweet pair" could be related to Leon/Grace, the singers or Emily/Marie. The "voice" part is confusing tho, could be something about the singers as well or something undiscovered.
I guess Grace &, Leon should hear both the baby laugh since there's s clue on the wall in racoon city saying you hear it too i think
Does the doll in the room where you need a level 3 bracelet have anything to do with it? You can examine that doll
Tofu Jill from REmake 2 looks at you from outside and bounces off if you look in that direction, making the cartoony sounds
That’s Tofu Survivor bouncing around. He looks inside the windows. You can shoot him too! It’s unrelated to this puzzle, but a cool Easter egg

Swear I heard a cartoonish sound inside the police station when searching for the locker key in the operations room. Related to this puzzle or confirmed to be something else?
