You'll find Tatsumaro on the roof of a submerged house in the flooded area of Rajomon, in Hachijo. Talk to him to unlock the Putrid Paradise myth.

Nioh 3 Putrid Paradise 1
Go north to dry land and then turn right past the broken wall. Look for the wooden steps to the right that leads to a hot spring.
2 Enter the bath with Tatsumaro. After talking, he'll want you to help him get home. Tatsumaro's home is on the south end of Rajomon.

If you keep heading right from the hot spring, you'll find a ladder you can kick down that leads to the Filthy Flooded Street shrine. From there, you can head south in a somewhat straight line to Tatsumaro's house. Be careful of the yokai and deeper waters along the way.

Tatsumaro's house will be blocked by a Crucible Spike. Defeat the three waves of yokai and break the spike.
5 Past the Crucible Spike is Tatsumaro's destroyed house and hot spring. The mission will end after he gets in the bath.
