It does indeed work with the Fire Quiver.

Multi-shot seems to be better overall, but as an important note, of this enchantment is on a scatter bow and/or with multi-shot it can create huge swarms of arrows. It can also proc on fireworks arrows which will spawn the five arrows as fireworks arrows. Have not tested with fire arrows but likely will function the same way. Torment quiver arrows do not seem to be able to proc the chain reaction.
