Sylen's Lance is crafted in Sylen's Workshop in the GAIA Prime facility after completing The Mountain That Fell quest. This will then replace your old spear and be carried over in your New Game +.
Much like your previous Spear, Sylen's Lance will also have the ability to override machines provided that you have accessed the Cauldron for that specific machine override.
