Prioritizing ATB charge boosts and Speed (which can go up to +28) will allow Tifa's ATB bar to charge incredibly quickly. The Concentration Activation 70% upgrade is another good one to pick up, as it will make picking off weaker enemies a very simple job. Be sure to strike a balance between attack and magic attack upgrades, then use your excess SP for materia slots and additional skills.

Found in Chapter 10: Once you've cleared the water in Aqueduct 1, go under the sluice that just opened up and you'll find a purple chest on the other end. You'll find this weapon inside of the chest.
