The Mobile Suit Alteration Plan game mode is a new event within Upgrade Quests, alongside Fragment Quests and Material Quests. It is a game mode that rewards players with UR Custom Tickets, a resource that may seem abundant when starting out, but becomes rather hard to come by as your account gets closer to max player rank.
Each attempt costs 12 AP and rewards you with 3 UR Custom Tickets for each successful attempt. However, if your player rank is 30 levels below the maximum, you could attempt this mission for no AP at all.

The battle itself isn't hard at all and can be completed even by low-level accounts. Once you get three stars on the mission, you can use tickets to skip the battle and instantly get the rewards. Outside of the UR Custom Tickets, the mission also rewards you with 240 Player EXP, MS and Pilot leveling materials, and Coins.

The answer to that question depends on whether or not you are a new player.
If your player rank is 30 levels below max, which at the time of writing is 160, then you should definitely take advantage of this game mode given that it's something you can do for free and will get you plenty of UR Custom Tickets to raise your mobile suits' Custom Level.
However, if your player rank is the maximum, or if it's within 30 levels of max, then you might be better off spending your AP elsewhere. This is because each battle will now cost 12 AP instead of 0, and you only get 3 UR Custom Tickets for each battle, which means that you get 1 UR Custom Tickets for every 4 AP, which isn't really a good deal. This is a small amount of Custom Tickets, and you're better off spending your AP on your Haro Farms or events if applicable.

For comparison, you get 60 UR tickets for 200 AP in CPAO. You'll need to spend 240 AP to get the same amount of UR Custom Tickets. Additionally, most other events grant good amounts of UR Custom Tickets at a time. If you're close to the max level and you really need UR Custom Tickets, just grind out the events available to you and wait for CPAO if needed.
However, one thing to take note of is that the player EXP you earn in this game mode is a lot at 240 per attempt. If you're rushing to get to max player rank and you don't mind spending extra AP, then you should use this game mode to get yourself good amounts of EXP per AP.

Each Mobile Suit Alteration Plan battle is free for any account whose Player Rank is 30 levels below the max rank, which means that you can go all the way up to Lv. 135 (or above when the max player rank cap increases) for essentially 0 AP. There's absolutely no limit to how many times you can do this in a day, so you can use as many skip tickets as you want for free EXP and Custom Tickets.
Do note, however, that it is more beneficial to use this game mode only as needed rather than going all the way to the Player Rank cap in one go. This is because leveling up grants you the AP worth the amount your AP cap is at, but there's a cap for the amount of AP you can hold. Additionally, some other content, such as the Main Story, is free of any AP charges too when you're below a certain player rank threshold
Ideally, you want to be leveling up only when you're stuck and need a power boost to get through certain content, or if you need AP in a pinch for your Haro Farm, Story grind, or even certain events.
