There isn't a "best formation/deployment" that works for ALL battles because it is entirely matchup-dependent. The point of the Deployment feature is for you to find the right positioning for your units to be at their most effective.
For example, Bombardment and Sniper units are typically placed in the backline, but if they're protected by a Gyan or an F91, they'll be safe in the frontline, where they spend less time traveling to get in range. If you go against Char's Z'Gok, you'll want to try and make an effort to protect your Gundam-Type DPS units. Each match will be unique, depending on the matchup, their positioning, and the mobile suits you're using.
Still, there are some key things to take note of when strategizing on the deployment screen.
Gyan

Rick Dom (Thunderbolt)

Gyan will draw your team's aggro towards Armored units, while mobile suits with Provoke draw aggro towards themselves. Provided that you have good defensive measures of your own, it may be beneficial to put your key DPS units as close to the priority tank as possible, to avoid wasting time traveling to get in range.
Todesritter
|
Char's Z'Gok
|
Sinanju Stein

Unicorn Gundam Perfectibility (NT-D)
|
Some mobile suits are much more situational than others. Specifically, we have mobile suits like the Todesritter and the Unicorn Gundam Perfectibility (NT-D), which are much more powerful against Newtype Machine and Psycho-Frame Type units. Meanwhile, Char's Z'Gok inflicts Target Priority on ALL opposing Gundam-Type units, while also debuffing them to take increased damage. You'll have to be wary of these types of units and make sure you don't set them up to fight units they will counter.

The-O (Purple)

Certain mobile suits, like the two above, come equipped with a combination of powerful status effects and buffs like Absolute Evade + evasion and Perfect Guard + guard rate that make them a nightmare to match up with. To beat these units, you need to have dedicated counters to beat them, or they might just singlehandedly take out all your units while they render your team's attacks useless.
When facing these types of units, you should try to place your dedicated counterpicks directly in front of these strong defensive units in order to take them out as quickly as possible. Try to prevent them from drawing aggro from your other units, as these typically get stronger the more attacks they evade or guard against.
As you do this, make sure you have a Gyan/Armored unit combo or a unit with Provoke to prevent your counterpick from getting eliminated early.

Provided there aren't any mobile suits that inflict Target Priority or Provoke, when you place a unit in front of an enemy, that's the first enemy they'll target when the battle starts. If you put your units in front of enemies they have a type advantage against, they'll deal more damage against that enemy and have an increased chance of winning.
The same tip applies to the aforementioned counter units. When using MSs that specialize against Newtype Machines, make sure you try to position them to attack Newtype Machines.
This also means you should avoid placing your units in front of enemies they will struggle against, and put them somewhere else on the battlefield.

Units will always target whatever opponent is in front of them. However, if there's nobody in front of a mobile suit, it targets the closest unit they have a type advantage over. That said, you can place mobile suits diagonally to attack a mobile suit they have a type advantage over, even if the said unit is hiding behind an Armored mobile suit.
For example, if your enemy is using a block formation similar to the above, you can place your Armored units in the back row while your DPS units can flank and target the MSs they have advantages over by placing them diagonally, ensuring no enemy units are directly in front of them.

Aside from just the actual formations, keep in mind what the optimal placements are for your units on the map based on their category.
For example, the Zeong is a Bombardment Unit. The optimal placement for Bombardment and Sniper units is the backline, so try to keep them there. Raid, Armored, and Close Combat units, meanwhile, should be at the front, while Generic units should be at the midline. Do remember that the presence of Gyan, Provoke tanks, and other units that affect aggro will change the optimal deployment scheme.
That being said, this should not be followed religiously, as type advantages, counter picks, and your MS's protection will always be more important than optimal positioning based on the category.
For example, even though it's an Armored unit, players have been placing the GP02A in the midline or the backline to increase its survivability and improve the chances of it firing its devastating EX skill before it dies.

A defensive formation with either the Gyan or a Provoke Tank, this scheme's defense relies on the units with Target Focus or Provoke status effects to draw all aggro onto themselves, giving your offensive units a window to attack without fear of retaliation. That said, position your DPS units in front of units they have an advantage against whenever possible.
With Armored units that actually enjoy a full onslaught of units to battle like The-O, place them in the front row close to the attackers, similar to the image above.
When using something more defensive like a Full Armor ZZ Gundam, opt to position them as far away from the enemy units as possible to waste their time trying to travel into range.
To counter defenses like these, you must know exactly how to beat the key defensive unit they have, as getting past them allows you to break through their toughest layer of defense and access the rest of their units.
Deploy counter picks for their key defensive unit and hope to take them out quickly to avoid taking too much damage from the enemy team's DPS units.

If you don't happen to have a Gyan or other units that draw aggro, this defense can be tough to crack for any attackers in Arena, especially since it concentrates all your firepower on only one side of the map.
When setting up defenses like this, it's ideal to have an Armored mobile suit of the same type as your strongest carry to protect the latter from flanking threats.
To easily counter defenses like this, draw enemy aggro towards defensive units by placing them in the back rows directly in front of the enemy's block formation, or by using a Gyan/Provoke unit.
Use your offensive units by placing them in the columns where there aren't any opponents positioned to allow them to seek out favorable matchups.

The default formation, whose only redeeming factor is how it widely covers the map and all enemies (and also gives you space to maneuver any MSs you have that are weak versus those of the enemy).
Absolutely do not use this as your Arena defensive formation, as this will leave all your MSs vulnerable to being countered very easily. Instead, use this formation on offense to specifically abuse type advantage matchups and to avoid any of your MSs battling anyone they have a disadvantage against.

Gundam UCE's Auto-Deployment function is not as reliable as it should be because it only makes your units gang up on whatever units they have a type advantage against. Of course, this is fine, but there's a possibility that these auto-generated formations can be broken or flanked if you're fighting against anything other than a computer opponent.

Just before a battle begins in Gundam UCE, you are given the option to deploy your units on the map and set their initial formation. This initial formation can give you an early advantage depending on where you place your mobile suits, which could then decide the outcome of the battle.
