This item can be crafted from the menu as long as you have the needed materials.
Can be Obtained from the Coin Cabinet for 4 Antique Coins
Stabilizer can be obtained from the Coin Cabinet for 4 Antique Coins. The Coin Cabinet can be found in the Parlor Room, West Wing of the Care Center.
How to Use Stabilizers
Consume to Increase Gun Handling
The Stabilizer can be consumed to improve Grace's focus while aiming, increasing her weapons' firepower and stability.
Take note that everytime you use a Stabilizer, its crafting cost will increase by 10.

After doing some testing, it looks like the stabiliser has no measurable effect on the speed at which the crosshair bloom resets after shooting. I measured recovery frames as the number of frames which the "crit dot" is not visible after firing, the last frame counted being the one before the dot returns. I did this while stationary for 3 rounds with Grace's S&S pistol and the B934, one set before the stabiliser and one set after. See attached images for a graph and data.
